This test is based on the WCAG 2.0 Technique PDF15: Providing submit buttons with the submit-form action in PDF forms
If the form in a PDF document contains no proper submit button, users of assistive technology or users who navigate the document with a keyboard, might encounter difficulties when they want to submit the form.
A submit button that is clearly visible and implemented according to the specification will make the form more usable for all people.
